Highlandtown’s Main Street, which runs along Southeast Baltimore’s Eastern Avenue from Ellwood Street to Haven Street, is a thriving 10 block stretch of shops, restaurants, grocers and art spaces with merchants and clientele from across the globe.
Highlandtown Main Street was designated in 2004 and follows the model from the National Trust for Historic Preservation, focusing on the Four-Point Approach: Economic Vitality, Design, Promotion and Organization. HMS helps merchants create business plans, find available properties and understand market demographic information. We also manage a facade grant program that helps businesses make improvements that attract more customers to their shops. In addition, we work with neighborhood partners on vibrant events, public art installations and district branding.

Highlandtown Design Committee
The Highlandtown Main Street Design Committee ensures the physical and visual elements in the commercial district meet the Urban Renewal Plan and overall design guidelines. We welcome architects, designers and others who can provide input on construction, signage and urban planning projects. We review projects on the 4th Monday of the month. Highlandtown Promotion Committee
Highlandtown Main Street partners with many local groups to create amazing events with and for the community each year. HMS leads the following events and could always use your help at any or all of them, including Art Walks, Trick-o-Treat on Highlandtown Main Street, Small Business Saturday and our Annual Tree Lighting and Holiday Celebration! Highlandtown Economic Vitality Committee
Highlandtown’s Economic Vitality Committee helps our businesses navigate openings and expansions, works with property owners and realtors to fill available storefronts and assists with development projects to ensure our commercial district thrives.
Highlandtown Business Association Board
The Highlandtown Business Association is made up of all businesses in Highlandtown that contribute to the Retail Business District License (RBDL) annual fee. The board ensures that they meet the needs of the membership while improving the appearance, promotion and safety of the area. They partner with Highlandtown Main Street on many initiatives.
